1. HISTORY
The Socio-Economic growth of a society and an area directly hinges upon the managerial skills and organizational capacity, needed for stimulating economic and social development. Several factors have direct bearing on organizational behaviors and managerial efficiency. Training is the most deciding variable towards improving administrative skills and organizational capacity. Establishment and Administration Department, not having a proper training wing to look after the training needs of the supporting staff working in the Civil Secretariat, seriously felt that due to a lack of training facility, the managerial efficiency and output quality in the offices is being deteriorating day by day. On feeling that much attention was given to technical issues while little attention was paid to the human resource potential, organizational strengthening and institutional development in the provincial government offices, it was decided in the Secretaries Committee meeting held on 21st May, 1992 to establish an Institute in the name of Staff Training Institute to fulfill training needs of government functionaries and evolve a policy matrix taking into account the future needs, so as to improve their professional skills and capacity and, ultimately enable them to perform their duties and functions in order to achieve the desired objectives and development of the Province and its people more efficiently, effectively and easily with confidence and precision.

2. FUNCTIONS
Staff Training Institute is an integral part of Establishment and Admin Department, Government of Khyber Pakhtunkhwa. The STI impart in-service training courses for the employees of the Civil Secretariats, Attached Departments, District and Local Government Departments and Autonomous & Semi Autonomous Bodies working in Khyber Pakhtunkhwa to enhance the knowledge base and professional skills of the trainees by giving them a thorough working knowledge of the office management procedures i.e. Secretariat procedures, practices, and practical training in information technology.

3. OBJECTIVES
Main objectives of the Staff Training Institute, Establishment Department, Government of Khyber Pakhunkhwa are:- To build capacity of the staff working in the Provincial Government Departments through up-gradation of their basic knowledge in respect of the Secretariat norms, rules, regulations,policie guidelines, practices and procedures etc ensuring improvement and sustainability in the quality of policy formulation, efficient service delivery mechanism and successful implementation of the public sector reforms agenda & policies duly adhering to the norms of good governance, transparency and accountability. To bring attitudinal changes and equip Officers & Officials working against different positions in the Provincial Secretariats, Attached Departments, District and Local Government Departments and Autonomous & Semi-Autonomous bodies.

4. NATURE OF TRAINING
STI is mandated to shoulder the responsibility of trainings to the lower formation i.e. Superintendence, PSs, PAs, Assistants, Senior & Junior Stenographers, Clerks & Computer Professionals.

Beside STI has also been mandated 9 weeks Advance Mandatory Training Course meant for those Suptdts:, PAs & Tehsildars who are in promotion zone to PMS BS-17. STI Conduct Trainings are under the following two major disciplines:-
a). Effective Management
b). Information Technology

5. MISSION
Capacity building of the staff working in the Provincial Government Departments as well as attached Departments through up-gradation of quality of personnel in their knowledge and skills in the norms, rules, policies, procedures and practices being followed by the Provincial Government.

6. VISION
To renovate an experienced lot of civil servants with knowledge of how to run various government offices.

7. FACILITIES

a). LIBRARY
The STI Library contains a fairly large collection of books on diverse subjects such as management, development, philosophy, information technology, finance, accounting, statistical management, social sciences, public administration, revenue administration, economics, humanities, political science, sociology, law, religion, history, bibliographies, literature, service laws and manuals etc, Daily newspapers of national repute are accessible to trainees. Reference books like encyclopedias, dictionaries, atlas, handbooks, yearbooks, government publications, documents reports etc are available in the library. Books are systematically catalogued and a well-versed librarian is readily available to render advice and services.

b). INTERNET FACILITY
STI has high speed internet facility. Free net facility is provided to both the Administration and Training Wings. All the employees of the STI are given separate systems that are linked together through different networking. While for the trainees, we have two big and spacious labs with enough capacity and computers that almost every trainee has access to net.

c). COMPUTER LABS
STI provide basic, medium and advance computer training to the Provincial Government employees. Two computer labs equipped with 44 Pentium-IV computers are operational to provide computing facilities to the participants All the computers are connected via Local Area Network and following facilities are available in Computer Labs:-

d). SOUND SYSTEM
The facility of sound system in classrooms and Computer Labs.

e). OTHER FACILITIES
The Staff Training Institute also has the following facilities to support its training activities.

i. Two spacious air-conditioned classrooms fully equipped with modern training facilities.
ii. Two spacious air-conditioned Computer Labs fully equipped with the modern training facilities.
iii. An air-conditioned Library with round tables & sitting arrangements for group discussions syndicates as well as reading purposes.
iv. A vast open space (outside the classrooms) for holding official ceremonies and functions.
v. Transport facility for pick and drops of guest speakers and study tours of the participants.

8. SUB SECTIONS

a). TRAINING SECTION
Training Wing is headed by a Deputy Secretary-cum-Deputy Director (Training) and is assisted by an Instructor-cum-Section Officer (Training), and other supporting Staff. This wing is responsible for planning, analyzing, organizing and conducting the capacity building training courses in accordance with the approved plan under the direction of the Director, STI. Faculty members are required to attend all training activities without exception. The wing provides all the required training support to the participants. Keeping complete record of training and research related activities are also handled by this Wing.

b). ADMINISTRATION SECTION
This Wing is headed by a Deputy Secretary-cum-Deputy Director (Admn) and is assisted by an Instructor-cum-Section Officer (Admn) and other supporting staff. The wing is responsible for Financial Management maintenance and upkeep of assets of the Institute and providing administrative support to the Training Wings for smooth conduct of training activities.

c). IT SECTION
The IT Wing oversees the installation and maintenance of Computer Network, Website management, Updating and uploading on STI official website, Complaints handling on Pakistan Citizen Portal & Right To Information Commission(RTI) portal, Biometric attendance system, Hardware and Software Maintenance and up gradation and Internet related issues.
Moreover IT Department Provide various types of IT related Trainings and Courses such as Computer Networks & Internet, Email System, Practical Networking, Web Development, Office Automation (Word, Excel, Power Point, outlook), Computer Architecture and design and others.
